Dominican Republic Tax Residency: Tourism Incentives and How They Work (2026)

The Dominican Republic offers 0% tax on foreign-source income and generous investment incentives under Law 158-01. Here is who qualifies and how the process works.

The problem

The Dominican Republic is one of the Caribbean's most attractive destinations for international entrepreneurs, yet most people overlook it in favor of better-known jurisdictions. Its territorial tax system, affordable residency process, and tourism incentive zones make it a genuinely compelling option.

The solution

FIXE GROUP assesses your income structure and lifestyle preferences, manages the Dominican Republic residency application, and advises on tourism incentive zone eligibility for those making qualifying investments.

In brief

The Dominican Republic operates a territorial tax system: residents pay tax only on Dominican-source income. Foreign-source income — from clients abroad, foreign investments, or remote work — is completely exempt. Personal income tax rates top out at 25% on Dominican-source income above RD$867,123 (~$14,500/year). For the majority of international entrepreneurs, effective Dominican tax on their actual income will be near zero. Law 158-01 also provides a 20-year full tax exemption on investments in designated tourism zones.

Territorial Tax And What It Means

The Dominican Republic's income tax is governed by the Tax Code (Law 11-92) and applies only to income of Dominican origin. If you earn as a freelancer serving European clients, the income is foreign-source and entirely exempt. The same applies to dividends from foreign companies, capital gains from international securities, and most passive income streams from non-Dominican sources.

Residency Process

The standard permanent residency pathway requires: a clean criminal record, medical certificate, proof of financial solvency (typically $2,000/month income or $24,000 in bank savings), and local address. Rentista (passive income earner) and Pensionado categories have lower income thresholds. Processing time is typically 3–6 months. The Dominican Republic allows dual citizenship and does not require renunciation of your home citizenship.

Law 158-01: Tourism Zone Incentives

For investors, Law 158-01 on Tourism Incentives provides a full 20-year exemption from: income tax, ITBIS (VAT), import taxes on construction materials, and property transfer tax, for investments in designated tourism development poles (including Samaná, Monte Cristi, Pedernales, and others). Qualifying investments start at approximately $200,000. This makes the Dominican Republic one of the few jurisdictions where a real estate investor can earn 20 years of income essentially tax-free.
